Vehicle’s brakes were rusty and slow, no safety belt in bogies: Chandigarh toy train accident inspection report | Chandigarh News

More than seven months after an 11-year-old boy died of head injuries after a toy train overturned at Elante Mall in Chandigarh, an engineer of the UT Engineering Department has found that the working of the brakes of the train were “rusty and slow”, and there was no provision of safety belts in any of its bogies.

The inspection of the toy train was conducted by engineer Navraj Singh, a Sub-Divisional Engineer, Mechanical Sub-Division, Chandigarh, who inspected the train on September 13, 2024.

The inspection report has been attached in the chargesheet filed by the police before a court. The police had registered a case of causing death by negligence under Section 304-A (causing death by negligence) of the IPC at the police station in Industrial Area, Chandigarh against the operator of the toy train, identified as Saurav, who was arrested and later bailed out. The police, along with Saurav, have also chargesheeted Puneet Kumar Ahuja and Sunil Kumar Goel, under the same section.

According to the case, the victim, identified as Shahbaj Singh, 11, from Bhel Adampur in Jalandhar, Punjab had died in the incident. Sazmaan Singh, 5, fortunately received just minor injuries, while a train compartment fell on the head of Shahbaj.

Meanwhile, in the inspection report, it has been stated that the working of the toy train had been checked by operating and running it. The UT engineer mentioned that the vehicle is in functional condition and its mechanical parts are in working order. However, there were some shortcomings in the train.

“The work of the brakes is rusty and slow. The safety grills in the windows are not provided in the bogies of the toy train. There is also no provision of safety belts in any of the bogie,” the report mentioned.
